Why didn't Tony Stark use the Hulk Buster against Captain America and Bucky?
Because it would be too slow and cumbersome.
Iron Man didn’t lose because he wasn’t strong enough; he was stronger than the pair of them put together. It wasn’t because his repulsors weren’t powerful enough. He lost because they were both faster, more agile, and they outnumbered him.
Undoubtedly the Hulkbuster could have killed either of them with a single blow, but it could never have landed that blow on either of them with them jumping and dancing all around him. Then there’s that damn shield, too!
Further to this, the Hulkbuster has larger, more obvious gaps in the armor. While Hulk couldn’t have really taken advantage of these weaknesses a smaller, more coordinated fighter like Cap or Bucky certainly would have. (Thanks Carter Reyenga)
